One of my hens is acting strange?

When I go there in the morning to let them out of the coop, one hen [Panda] doesn't come out. Then, suddenly, she jumps out of the nest and to the food area. She usually doesn't come out of her nest, except to occasionally eat and drink; sometimes never at all. When I come near her in the nest, she stays still and doesn't have any reaction to me petting her. Today, I was playing with her and she blew up her feathers and spread her wings. Her feathers looked all puffed up, and she clucked on and on and on. Is she just being broody? If so, how can I get her to stop being broody without an fertile eggs or a rooster?
