How long until chicks can go outside?

hey i rlly rlly need help. i have 4 week old chicks in a brooder and i was wondering when exactly i could put them outside. there is no broody hen or any hen for that matter. these are my first chickens. also, how old can you tell if they are a hen or a rooster??
